Commit or Send is disabled
Commit is disabled. The scenario has no modeled legs. Add legs first.
Commit is hidden on a draft. On a draft with a working order the trade header’s Commit is hidden, because the fill records that order. Cancel the order to commit again.
Send is disabled. Hover it for the reason. Usually no IB account is chosen (“Choose an IB account (or set one on this Tented account) to enable Send”), or the trade already has an order at the broker. While disconnected, the IB account field reads “Connect to IB to choose an account”.

Send says “Send unavailable: not connected”. Tented has no live IB session. Connect, then send. Save still works, and a send that fails this way writes nothing.
Send is disabled for another reason. Hover it. Besides the missing IB account above, there may be no limit price yet because the legs have no combo quote, a Save problem to fix first, or an order already working at the broker (cancel it or wait for its fill).
Close at is missing on an open trade. An order is working on the trade (cancel it or wait for its fill), or the trade holds no position. Close at mark with no price means quotes for some leg have not arrived. This is by design while an order works: a second order on the same legs would double the position.
